The Blue Stakes that gaurd the right sides of holes 1 and 14 are in course out of bounds and only apply to shots off the tee.

 

If you hit a ball out of bounds defined by the white ob stakes you have two options.  Play a provisional ball or use the League Local Rule and drop within two club lengths of where it went out of bounds and add two strokes.  If you choose the second option, and you hit your first ball out, you would be dropping 3 and hitting your fourth shot.  You may not delay play and go back to the tee.  Either hit a provisional and play it or drop a ball with a two stroke pentalty where you went out.
